CETI is right across from the 7 meter tall, 3 part fence that separates Spain from Morocco. The massive fence spans for 12km, and was built to disencourage and to difficult the illegal immigration. It is under the constant watch of security cameras and is patrolled on either sides by Morocco and Spanish police forces. Its easy to get into Melilla using a Morocan passport, and those with money can buy one and simply walk in. Usually, it is the sub-saharian immigrants that have to resort to jumping over the fence.
